Composition, compensation, and secretariat staff
- The Chairman receives annual compensation of eighteen thousand pesos plus a representation allowance of two thousand four hundred pesos annually.
- The Executive Secretary receives annual compensation of twelve thousand pesos.
- Each of the other Members receives a per diem of twenty-five pesos for every meeting of the Committee that the member attends.
- The Committee must have such technical, secretarial and other personnel as may be necessary; their number and compensation are determined by the Committee.
- Personnel are appointed by the Chairman in accordance with the Civil Service Law.
- Compensation of personnel is fixed according to the salary and wage scale prescribed by the Wage and Position Classification Office.
National liaison and overall functions
- The Committee serves as the national liaison to secure direct and quick exchange of information between the Government of the Republic of the Philippines and the Food and Agriculture Organization of the United Nations (called the Organization).
- The Committee coordinates and administers all government food and agriculture activities related to:
- food and agricultural production, and
- the distribution and marketing of agricultural products in the Philippines.
- In carrying out its coordination role, the Committee must assist national efforts to:
- raise the levels of nutrition and standards of living of the Filipino people;
- improve the efficiency of food and agricultural production and the distribution of agricultural products in the Philippines; and
- improve the living condition of inhabitants, especially those in rural areas.
Specific powers and duties for FAO work
- The Committee must bring to the attention of concerned government agencies the technical and financial assistance being offered by the Organization.
- The Committee must receive project proposals for assistance and evaluate, in consultation with appropriate government agencies, the feasibility of projects submitted.
- In consultation with the National Economic Council, the Committee must recommend selected projects arranged in order of priority to either the United Nations Technical Assistance Board or to the Organization Headquarters in Rome for approval.
- The Committee must evaluate periodically the progress of ongoing projects and make suggestions and recommendations to execute projects successfully.
- The Committee must establish a regular senior research fellowship in the fields of agriculture, nutrition, home economics, and related subjects similar to the FAO Andre Mayer Fellowship.
- The Committee must take original action on all candidatures for FAO scholarship, fellowship, and practical technical training programs.
- The Committee must act on all invitations and form delegations and/or representations to international conferences, sessions, technical meetings, training centers, seminars, symposia, study groups, and study tours that are sponsored or co-sponsored by the Organization.
- The Committee must maintain an adequate machinery to ensure accuracy, continuity, and uniformity of presentation of data and information presented by Philippine delegations.
- The Committee must maintain a Philippine representative to the Food and Agriculture Organization in Rome, Italy.
- The Committee must recommend measures for accelerating the development of food and agricultural production.
- The Committee must select nominees for practical training and fellowships and nominate representatives to training centers sponsored by the Organization or co-sponsored by the Organization and Member Governments, or sponsored by the United Nations and its specialized agencies.
- The Committee must perform other related functions that the President may assign from time to time.
Government assistance and access for Committee
- The Committee is empowered to call upon any officer or employee of any department, bureau, office, agency, or instrumentality of the Government for assistance needed for the proper discharge of its functions.
Annual appropriation for Fiscal Year 1966
- For the fiscal year nineteen hundred sixty-six, the sum of one million pesos is authorized to be appropriated from any funds in the National Treasury not otherwise appropriated.
- The appropriation is for the Committee’s operation, including expenditures for:
- salaries and wages;
- sundry expenses consisting of transportation and other expenses, including per diems for travels of Philippine representatives to FAO-sponsored or co-sponsored conferences, seminars, and other meetings held locally or abroad; supplies and materials; lighting and illumination; telephone, telegraph, cable and radio services; publication of official organ; binding and printing of useful publications; rental of buildings; entertainment of local and visiting scientists; FAO officials and FAO specialists; and meal allowance of Committee Members including members of the secretarial staff and guests attending Committee meetings;
- local expenses in holding FAO sponsored or co-sponsored international training centers, seminars, regional conferences, etc., when the Philippines is host thereof;
- bonus or honorarium for a consultant plus transportation allowance;
- purchase and repair of furniture and equipment, including the purchase of one utility motor vehicle for official business; and
- other services.
Repeal, abolition, transfer of records and effectivity
- Administrative Order Numbered Forty-one, issued by the President on June seventeen, nineteen hundred forty-six, as amended, is repealed insofar as inconsistent with Republic Act No. 4594.
- All Acts, executive orders, rules and regulations, or parts thereof, inconsistent with Republic Act No. 4594 are repealed.
- The Philippine Committee on Food and Agriculture created by Administrative Order Numbered Forty-one is abolished.
- The abolished Committee’s records, property, assets and liabilities are transferred to the Committee created under Republic Act No. 4594.
- Republic Act No. 4594 takes effect upon its approval.
