Organizational Structure and Staff Composition
- OPCS reports directly to the President.
- Headed by the Presidential Chief of Staff with rank and salary equivalent to a Cabinet Secretary.
- Assisted by one Senior Deputy Chief of Staff and two Deputy Chiefs of Staff, all ranked as Undersecretaries.
- Includes three Assistant Secretaries and other Directorial and Administrative staff as needed.
- Staffing levels and appointments are subject to Presidential approval.
Coordination and Supervisory Functions
- OPCS coordinates operations of key offices within the Presidency, including the Appointments Office, Presidential Assistant for Socials, Protocol Affairs, Correspondence, and Internal House Affairs Offices, without diminishing their powers.
- Supervises the President's National Security Briefing Room, responsible for real-time situation reports.
- Coordinates offices responsible for public communications: Office of the Press Secretary and Office of the Presidential Spokesperson.
- Works closely with the Presidential Management Staff to support overall development management.
- Ensures outputs of Presidential Advisers and Assistants are forwarded through the Executive Secretary with copies to OPCS.
Capability to Request Assistance
- OPCS may seek assistance from any government agency to fulfill its functions.
- All department heads and heads of agencies, including government-owned or controlled corporations, must provide cooperation and furnish necessary information and data.
Funding and Budgetary Provisions
- Financing for OPCS operations is drawn from the existing budget of the Office of the President.
- Future funding requirements for OPCS will be incorporated into the annual budget of the Office of the President.
Repealing and Effectivity Clauses
- All prior issuances, orders, rules, and regulations inconsistent with this order are repealed or modified.
- Administrative Order takes effect immediately upon issuance.
