Republic Act No. 4148 establishes the Office of Agricultural Marketing News Service in the Philippines to promote orderly marketing, stabilize prices, and provide farmers with information on demand, market conditions, and prices, among other relevant information, in order to improve their bargaining power and reduce monopolistic practices in trade related to agricultural products.

Powers and Functions of the Bureau of Agricultural Economics

  • Authorized establishment of the Office of Agricultural Marketing News Service within six months, under the Bureau of Agricultural Economics.
  • The office to be headed by a ranking economist with competence in agricultural economics and marketing, with a specified salary scale.
  • The Secretary of Agriculture and Natural Resources, on recommendation of the Bureau Director, to promulgate rules and regulations for implementation.
  • Delegated full authority to:
    • Coordinate with government agencies in gathering and disseminating agricultural marketing information.
    • Establish regional centers for collecting and distributing accurate, reliable market reports.
    • Widely and promptly disseminate agricultural market news to farmers and the public regarding demand, prices, supplies, and market conditions.
    • Keep reliable records of market reports and broadcasts.
    • Provide technical guidance to farmers, especially smallholders, to improve marketing and expand trade.
    • Enforce rules and regulations issued for implementing the Act.

Cooperation Requirement of Government Entities

  • All government bureaus, offices, and agencies with relevant communication and information dissemination roles must cooperate with the Office of Agricultural Marketing News Service.
  • They are required to provide facilities and assistance upon request from the Director of the Bureau of Agricultural Economics.

Appropriation of Funds

  • Authorization to appropriate one million pesos from the National Treasury for the implementation of the Act.
  • The funds are to be disbursed immediately by the Director of the Bureau of Agricultural Economics.

Penalties for Non-Compliance

  • Persons failing to comply with their lawful duties related to the Bureau or the Office are subject to penalties.
  • Punishment includes a fine up to six hundred pesos, imprisonment up to one year, or both, at the discretion of the court.

Repealing Clause

  • All laws, executive orders, or regulations inconsistent with this Act are repealed.

Effectivity Clause

  • The Act takes effect immediately upon its approval.
