Creation of Northern, Eastern, Western Samar

Section 6 requires that, except as provided in the Act, all provisions of law applicable to regular provinces apply to Northern Samar, Eastern Samar, and Western Samar.
Section 6 covers laws that are now applicable and laws that will become applicable hereafter.

Section 7 makes the division of the Province of Samar effective only if a majority of the qualified voters of the province vote in favor of the division in a plebiscite.
Section 7 requires that the plebiscite be held simultaneously with the general elections of November, nineteen hundred and sixty-five, under the supervision of the Commission on Elections.
Section 7 directs that the new provinces shall be organized immediately upon the election of their respective first officials in the general elections of November, nineteen hundred and sixty-seven.

Section 8 maintains the present congressional districts until a reapportionment under the provisions of the Constitution is approved.
Section 8 provides that the City of Calbayog shall form part of the representative district of the Province of Western Samar.

Section 9 requires that, upon the organization of the new provinces, the obligations, funds, assets, and other properties of the present Province of Samar be divided equally among Northern Samar, Eastern Samar, and Western Samar.
Section 9 directs that the division be done by the President of the Philippines upon the recommendation of the Auditor General.

The law is Republic Act No. 4221.
It is titled “AN ACT CREATING THE PROVINCES OF NORTHERN SAMAR, EASTERN SAMAR AND WESTERN SAMAR.”
It is dated June 19, 1965.
