Municipalities Constituting Northern Samar
- Northern Samar comprises the municipalities of Allen, Bobon, Capul, Catarman, Catubig, Gamay, Laoang, Lapinig, Las Navas, Lavezares, Mondragon, Palapag, Pambujan, San Antonio, San Isidro, San Jose, and San Roque.
Municipalities Constituting Eastern Samar
- Eastern Samar includes the municipalities of Arteche, Balangiga, Balangkayan, Borongan, Can-avid, Dolores, General Mac-Arthur, Geporlos, Guiuan, Hernani, Jipapad, Lawa-an, Llorente, Maslog, Maydolong, Mercedes, Oras, Quinapundan, Salcedo, San Julian, San Policarpio, Sulat, and Taft.
Municipalities Constituting Western Samar
- Western Samar consists of the municipalities Basey, Calbiga, Catbalogan, Daram, Gandara, Sta. Margarita, Hinabangan, Jiabong, Marabut, Motiong, Pinacdao, Sta. Rita, Talalora, Tarangan, Villareal, Wright, Zummarraga, Matuginao, San Jose de Buan, San Sebastian, Almagro, and Sto. Nino.
Designation of Provincial Capitals
- Catarman is designated as the capital of Northern Samar.
- Borongan is the capital of Eastern Samar.
- Catbalogan serves as the capital of Western Samar.
Applicability of Existing and Future Laws
- All current and future laws applicable to regular provinces also apply to the new provinces unless otherwise provided.
Effectiveness Contingent on Plebiscite
- The division becomes effective only if a majority of qualified voters approve it in a plebiscite.
- The plebiscite is held concurrently with the 1965 general elections under supervision of the Commission on Elections.
- The new provinces are to be organized immediately after the election of their officials in the 1967 general elections.
Maintenance of Congressional Districts
- Existing congressional districts remain unchanged until reapportionment per the Constitution.
- The City of Calbayog is included in the representative district of Western Samar.
Division of Assets and Liabilities
- Upon organization of the new provinces, existing obligations, funds, assets, and properties of the former Province of Samar must be equally divided by the President.
- The division is based on the recommendation of the Auditor General.
Effectivity of the Act
- The Act takes effect immediately upon approval.
- Approved on June 19, 1965.
