Purpose and Objectives of the Council

  • To stimulate research in mathematical, physical, and biological sciences and their practical applications in engineering, agriculture, medicine, and other useful arts.
  • To increase knowledge and commence studies related to national defense and public welfare.
  • To survey scientific possibilities, formulate comprehensive research projects, and utilize the country's scientific and technical resources effectively.
  • To promote cooperation in research domestically and internationally to concentrate efforts, minimize duplication, and stimulate progress while encouraging individual initiative.
  • To gather and make available scientific and technical information in cooperation with government and other agencies.

Membership and Organizational Powers

  • Additional members shall be elected according to the Council’s constitution and by-laws.
  • The Council has the power to organize itself, create constitution, by-laws, rules, and regulations.
  • It can fill vacancies from death, resignation, or other causes and divide members into classes.

Meetings and Government Cooperation

  • The Council shall hold an annual meeting at a designated time and place within the Philippines.
  • It shall investigate, examine, experiment, and report on scientific or artistic subjects upon government request.
  • Expenses for such government investigations are to be paid from appropriations but members shall receive no extra compensation for services rendered.

Authority to Receive Donations and Bequests

  • The Council may receive donations and bequests in trust and apply them to scientific investigations per donor intent.

Tax Exemption

  • The Council is exempt from payment of all internal revenue taxes, fees, assessments, and other government charges in carrying out its functions.

Prohibition Against Fraudulent Representation

  • It is unlawful for any person to falsely represent themselves as a member or agent of the Council to solicit or collect money or materials.
  • Violators shall be guilty of estafa and subject to corresponding penalties.

Financial Support from Government

  • The Secretary of Agriculture and Commerce is authorized to allocate funds and extend aid to the Council.
  • Funding may come from available balances of the Department of Agriculture and Commerce appropriations or from a specific appropriation act.
  • The total amount allotted shall not exceed twenty thousand pesos.

Reporting Requirements

  • The Council must submit annual reports to the Philippine Legislature and Governor-General.
  • Reports shall provide an accurate account of work and activities within the fiscal year.

Effectivity

  • The Act takes effect upon its approval.
