Legal basis and governmental action
- The President issues the decree by virtue of powers vested by the Constitution as Commander in-Chief of all the Armed Forces of the Philippines.
- The decree is issued pursuant to Proclamation No. 1081 (September 21, 1972), and General Order No. 1 (September 22, 1972), as amended.
- The decree is also issued pursuant to Proclamation Nos. 1102 and 1104 (January 17, 1973).
- The decree orders creation of the municipality as a governmental reorganization of affected areas and local government units.
Policy and purpose for self-government

Establishment of new municipality
- The decree creates the Municipality of Tboli in the Province of South Cotabato.
- The new municipality is formed by separating named barrios, sitios, and settlements from their respective municipalities in South Cotabato.
- The municipal government seat is set at sitio Kematu adjacent to the present Tboli reservation.
- The decree expressly constitutes the affected reservations—Tasaday-Manubo Blit Reservation (under Presidential Proclamation No. 995) and Tboli Reservation (under Presidential Proclamation No. 697)—as part of the new municipality.
Included areas and constituent settlements
- The decree separates from Surallah: the barrios of Edwards, Sinolan, Halilan, Laconon, Lamcade, Lamdalag, Maculan and New Dumangas; the sitios of Tboli, Lambuling, Afus (Upper Sapali), Datal Tablov, Lem Sene, Lem Hoku, Te Kunil, Lem Lahak, Datal Kamalas, Datal Tabayong; and the settlements of North and West Parker, Dumamis, Datal Bob, Blong Kolon, Datal Kampong, Te Henled, Tafal, Datal Lawa, Manubo Blit, Lam-Alo, Southern Lam Laat, Disuwo, Sapu, and other places.
- The decree separates from Banga: the barrio of Lam Salome and the settlements of Lefu, Latil, and other places.
- The decree separates from Tupi: the barrio of Lambangan and the settlements of Basag, Lem Lago, and other places.
- The decree separates from Polomolok: the sitios of Afleik, Upper Bianan, Upper Bentong, Upper Glamang and the settlements of Kebuling, East Parker, and other places.
- The decree separates from Maasim: the settlements of Upper Seguil, Lem Labong, South East Parker, and other places.

Boundaries and geographic description
- The decree establishes the boundaries of the Municipality of Tboli in the Province of South Cotabato.
- The western boundary runs from point 1 to 2 by the DAR settlement.
- The northern boundary runs from point 2 to 3 by the Province of Cotabato, then from point 3 to 11 by the remaining area of Surallah.
- The boundary description includes segments using directions and distances between points, including bearings such as N. 02A00' E., N. 88A30' E., S. 52A30' E., and S. 30A00' W.
- The boundary closes at point 15 to 1 adjoining the Municipalities of Maasim, Kiamba and Maitum, all of South Cotabato.
- The municipality’s area is stated as One Hundred Thirty Thousand Five Hundred (130,500) hectares, more or less.
Government organization and transfer of properties
- The President shall appoint the elective officials of the new Municipality of Tboli upon issuance of the decree, or as soon thereafter as practicable.
- Appointed elective officials hold office until their successors are duly elected in the general elections next following the issuance of this Decree and have qualified.
- Appointed elective officials may be removed earlier at the pleasure of the President.
- The President shall also appoint necessary appointive officers and employees to organize or complete municipal government personnel as provided by law.
- Upon effectivity of the decree, the President shall transfer to the Municipality of Tboli the obligations, funds, assets, and other properties of the barrios, settlements, sitios, and reservations comprising the new municipality.
- The decree appropriates Two Hundred Thousand Pesos (P200,000) from any fund available in the National Treasury of the Philippines not otherwise appropriated for the initial organization and administration of the new municipality.
Application of laws to the municipality
- All provisions of law applicable to regular municipalities apply to the Municipality of Tboli.
Transitory effect and immediate implementation
- The decree provides that its effectivity is immediate.
- The decree requires presidential action for appointments and transfers to occur upon issuance or as soon thereafter as practicable where specified.
- The decree uses a transitory structure: presidential appointments for officials until the next general elections and qualification of duly elected successors.
