Geographic coverage and constituent barrios
- The Act separates the barrios of Centrallah, Sinolon, New Dumangas, Veterans, Lake Sebu, Lambongtong, Lambongtong, Soluton, Lamian, Lamla-at, and Lahit from the existing municipality of Banga, Cotabato.
- The Act constitutes these separated barrios into a distinct and independent municipality known as the Municipality of Surallah, Province of Cotabato.
- The Municipality of Surallah has its seat of government at the present site of the Barrio of Centrallah.
- The Act includes specified sitios within the separated area, including Ladiana (West Base Camp), Colongolo, Tubi-Ala, Bayabas, Head Sapali, Tabodtod, Nawan, Lacag, Kolon Bong, Laconon, Salacape, Bogad, North Seguil, Tabanlid, Lambod, Bacnob, Lamcade, San Jose, Dalag, Talihik, Bac-alo, Datu Ligal, Datu Ba-oy, Lamlosok, Bacdolong, Tabawao, Tanon, Camoning, Head Ala, Lambilan, Maculan, Lamsogod, Buenavista, canajay, Lamloko, San Francsico, Little Baguio, Lamtosong, Tamsolon, Tacamsad, Lamhinik, Tucubo, Sla-Abon, Datal Kling, Head Sipaca, Lawa, South Kiantay, Siop, Moto Bantong, Moloy, Crossing Cabayo, Ila-elis, Datu Glam, Datu Godwino, Datu Ouel, and Sala Banog.
- The Act also expressly includes the barrios listed in Section 1, including Lake Sebu, Lambongtong, and Soluton, together with their named sitios.
Boundary definition of Surallah
- The Act defines Surallah’s boundary by reference to specific geographic and route points.
- The boundary runs from point Highway, road going to Compound Landing, then to cemetery, then along a farm road up to James Weaver’s lot, and then along James Weaver’s lot to the boundary of Barrio 12 and Barrio 10.
- The boundary then proceeds to Sapali River and goes upward.
- The boundary then runs from Highway to crossing Cabayo, then straight to the Crusher and Allah River, following the course of the river to the boundary of Isulan Municipality.
- The Act provides that the boundary is as clearly indicated in the plan of the province.
Implementation through local elections
- The creation of the Municipality of Surallah is effective upon the election of its new municipal officials.
- The relevant elections are the general elections for local officials held in November 1963.
- The Act’s effectivity is tied to the actual election outcome for municipal officials, rather than the Act’s immediate enactment date.
