Re-created municipality boundaries
- Section 1 re-creates and establishes a new and separate municipality to be known as the Municipality of San Sebastian.
- The municipality is constituted by the barrios of San Sebastian, Jitaasan, Dolores, Camanjagay, Bontod, Campidasa, Campiyak, Maslog, Balogo, Maropangpang, Binongtoan, and Bolwan.
- The covered barrios are those within the municipality of Wright, Province of Samar.
- Section 1 also includes the sitios under the jurisdiction of the enumerated barrios.
- The seat of government is set in the barrio of San Sebastian.
Officials and appointment by the President
- Section 2 provides that the municipal mayor, vice mayor, and councilors of the new municipality shall be appointed by the President of the Philippines.
- Section 2 limits their term to hold office until their successors are elected and have qualified.
When the municipality begins existence
- Section 3 requires the municipality to begin to exist on a date fixed in a proclamation by the President of the Philippines.
- Section 3 provides that existence is also conditioned on the appointment and qualification of its officers.
- Section 3 ties the commencement to both: (1) the presidential proclamation date and (2) the appointment and qualification of municipal officers.
