Creation of Quirino municipality
- Section 1 creates a municipality in the Province of Isabela known as Quirino.
- Section 1 provides that Quirino consists of specified barrios and sitios taken from the municipalities of Ilagan, Roxas, and Gamu, all in Isabela.
- From Ilagan, Quirino includes the barrios of Sta. Lucia, San Mateo, Sto. Domingo, Santiago, Manaoag, Vintar, Dolores and San Jose.
- From Roxas, Quirino includes the barrio and sitio of Camaal.
- From Gamu, Quirino includes the barrios and sitios of Luna, Suerte, San Juan, Binarsang, Sta. Catalina, Cabaruan and Sinait.
Seat of government
- Section 2 sets the seat of government of Quirino at a site located between barrio Santa Lucia (Municipality of Ilagan) and Luna (Municipality of Gamu), Province of Isabela.
Legal boundaries of Quirino
- Section 3 establishes Quirino’s boundaries using a route description beginning at a river junction.
- The boundary starts at the junction of the Mallig River and Cagayan River, then runs southwest along the center of Siffu River toward Roxas, until reaching a point about 5.50 kilometers from the national highway (Calao-Enrile Road).
- From that point, the boundary runs due north until it reaches the Mallig River.
- It then runs eastward along the center of Mallig River until it reaches the existing boundary line of Ilagan, Mallig, and Magsaysay.
- It then follows the existing boundary line of Mallig and Ilagan, and the boundary line of Magsaysay and Tumauini up to the point of beginning.
Territory adjustment to parent municipalities
- Section 4 provides that Ilagan, Roxas, and Gamu retain their present territories minus the portions included in Quirino’s territory as delineated in Section 3.
When Quirino begins to exist
- Section 5 provides that the Municipality of Quirino begins to exist upon the election and qualification of the mayor, vice-mayor, and a majority of the councilors.
- Section 5 directs that the mayor, vice-mayor, and councilors shall be elected in the next local elections after the approval of Republic Act No. 4901.
- Section 5 states that thereafter, these officials shall be elected in succeeding local elections.
