Seat of government location
- Section 2 establishes the initial seat of government in the Mabinay proposed townsite in sitio Tadlong, or in any other sitio therein that the municipal council may propose.
- Section 2 requires a two-thirds vote of the municipal council to propose a different seat of government location.

Effectivity and publication rule
- Section 4 makes Republic Act No. 2496 effective on January first, nineteen hundred and sixty.
- Republic Act No. 2496 takes effect in accordance with Section 4, and it is enacted without executive approval on June 21, 1959.
