Section 1 separates the following barrios from the Municipality of Manaoag, Pangasinan: Maraboc, Panaga, Turko, Talogtog, Inmanduyan, Calaoagan, Cabulalaan, Botigue, Laoac, Casampagaan, Anis, Caaringayan, Nambagatan, Cabilaoan East, Cabilaoan West, Lebueg, Casantiagoan, Yatyat, Casanestebanan, and Calmay.
Section 1 constitutes those separated barrios into a new municipality known as the Municipality of Laoac.
Section 1 sets the seat of government of the Municipality of Laoac at the present site of Barrio Laoac.

Section 2 provides that the new municipality gains corporate existence upon the required election and qualification of local officials.
The Municipality of Laoac gains corporate existence upon the election and qualification of the first mayor, vice-mayor, and councilors.
Section 2 requires that the first mayor, vice-mayor, and councilors are elected in the next general election for local officials.
