Objectives and Rationale for Formation
- To ensure proper staff study and recommendations accompany papers presented to the President/Prime Minister.
- To relieve the President/Prime Minister of multiple functions by pre-screening issues presented by Ministers.
- To prepare certain Cabinet members as potential successors by involving them in decision-making processes.
Functions and Duties of the Committee
- Monitor economic problems requiring daily assessment and solutions.
- Receive and conduct thorough staff studies on all problems referred by the Ministries.
- Develop and outline courses of action including various options and alternatives for the President/Prime Minister's decision.
- Attend to problems brought in by any Ministry.
- Organize and utilize its own staff for in-depth analysis before making recommendations.
- Invite relevant officials to participate in meetings to ensure adequate discussion of matters.
- Request assistance or advice from any government ministry, office, agency, or entity.
- Meet frequently to expedite urgent economic issues, notably those caused by rising oil prices, and monitor economic impacts.
Secretariat Support and Staffing
- In the absence of a dedicated staff, the Cabinet Secretariat and the Presidential Management Staff provide the core secretariat support.
- Officials assigned to the President's Study Room assist the Committee’s secretariat functions.
Effectivity Clause
- The Executive Order establishing the Committee takes effect immediately upon issuance.

- Created by the President of the Philippines under lawful powers.
- Ensures a structured and efficient process for legislative and executive coordination via Cabinet-level review.
