Purpose and constitutional purpose
- The Act establishes new local government units by segregating and separating specified barrios from their parent municipalities.
- The Act creates distinct and independent municipal districts for local governance within Isabela.
Creation of three municipal districts
- The barrio of Dinapigui in the Municipality of San Mariano is segregated and constituted as the Municipal District of Dinapigui.
- The barrio of Divilican in the Municipality of Tumauini is segregated and constituted as the Municipal District of Divilican.
- The barrio of Maconacon in the Municipality of Cabagan is segregated and constituted as the Municipal District of Maconacon.
- Each new municipal district is part of the same province of Isabela.
Seats of government
- The seat of government of the Municipal District of Dinapigui is in the present site of the barrio of Dinapigui.
- The seat of government of the Municipal District of Divilican is in the present site of the barrio of Divilican.
- The seat of government of the Municipal District of Maconacon is in the present site of the barrio of Maconacon.
Territorial jurisdiction and boundary limits
- The Act overrides any contrary law by providing that neighboring sitios within a radius of thirty kilometers from any created municipal district form part of the territorial jurisdiction of that municipal district.
- The Provincial Board of the Province of Isabela is authorized and empowered to fix the boundary limits of the municipal districts created by the Act.
Election of first local officials
- The first mayor, vice-mayor, and councilors of each new municipal district are elected in the next general elections for local officials.
