Leadership and Appointment
- Bureau headed by a Director of Vocational Education and assisted by an Assistant Director.
- Both officials are appointed by the President with the consent of the Commission on Appointments.
- Annual salaries set at ₱8,832 for the Director and ₱8,400 for the Assistant Director.
Transfer of Personnel, Assets, and Programs
- Vocational education divisions, personnel, appropriations, equipment, and assets from the Bureau of Public Schools transferred to the new Bureau.
- Exception: personnel supervising home economics in elementary and general high schools remain with the Bureau of Public Schools.
- All agricultural, rural, trade-technical, fishery, and other vocational schools and related services, along with their personnel and assets, transferred.
- City-financed schools remain with city governments but supervised by the Bureau through city school superintendents.
- General home economics resources remain with the Bureau of Public Schools.
Administrative Powers and Scope
- Director of Vocational Education assumes administrative and supervisory powers over vocational and trade-technical schools and programs previously exercised by the Director of Public Schools.
- Authority equivalent to other bureau directors under existing laws.
- Complete administration of public elementary and general high schools remains with the Bureau of Public Schools.
- All government vocational, trade, and technical schools are included under this Bureau.
Personnel Reorganization and Protection
- Director may reorganize vocational divisions to ensure efficiency, subject to Secretary of Education's approval.
- Reorganization must align salary scales with duties and responsibilities.
- No existing official or employee to be laid off or suffer salary or rank reduction.
Appropriations and Financial Provisions
- Initial appropriation of ₱30,000 for organization and operation from the National Treasury.
- Future funding to be included in General Appropriation Acts.
- Transfer of budget for operation, administration, supervision, and related expenses from the Bureau of Public Schools to the new Bureau.
Repeal and Modification of Inconsistent Provisions
- All inconsistent laws, executive orders, administrative regulations, and proclamations repealed or modified to conform with the Act.
Effectivity
- The Act takes effect upon approval.
