Composition and membership
- The Board of Generals is composed of the following AFP officers:
- Chief of Staff, AFP — Chairman.
- Vice Chief of Staff, AFP — Member.
- Deputy Chief of Staff, AFP — Member.
- Commanding General, Philippine Army — Member.
- Chief of the Philippine Constabulary — Member.
- Commanding General, Philippine Air Force — Member.
- Flag Officer-In-Command, Philippine Navy — Member.
- The Deputy Chief of Staff designates an officer as Secretary, non-voting.
Core functions on promotions
- The Board of Generals passes upon recommendations for promotion in the grades of colonel and brigadier general, including their Navy equivalents.
- The Board’s action is based on the number of promotion vacancies declared by the Minister of National Defense in the specified grades.
- The Board evaluates each recommendee using criteria covering performance, leadership, and managerial or technical ability.
- The Board acts on recommendations for promotion to Colonel and Brigadier General of the Major/Technical Services.
Eligibility standards before promotion
- Before an officer is eligible for promotion to colonel or brigadier general (or their Navy equivalents), the officer must complete at least one year in the permanent grade of lieutenant colonel or colonel (or their Navy equivalents).
- The officer must have no pending case.
- The officer must have no financial or property accountabilities.
- The officer must be physically fit for general military service.
- The officer must be GSG eligible or its equivalent as prescribed by existing regulations.
- The officer must satisfy any other requirement that the Board may prescribe.
Advisory role to the Minister and appointments
- The Board of Generals assists the Minister of National Defense in discharging responsibilities under Section 8 of Republic Act No. 291, as amended.
- The Board of Generals must submit a list of the “best qualified officers” to the Minister of National Defense.
- The Minister of National Defense may recommend to the President the list for appointment, using the “best qualified officers” concept contemplated in Section 8, RA 291, as amended.
Rules, procedures, and subordinate boards
- The Board of Generals may promulgate rules and procedures necessary to assist in the selection of the “best qualified officers.”
- The Board’s procedures may include, among others, the creation of subordinate boards.

- The order is signed by Ferdinand E. Marcos in Manila on September 10, 1981.
- The order is countersigned by Juan C. Tuvera, Presidential Executive Assistant, by the President.
