- Representative must meet the general qualifications for provincial offices.
- Duties include attending sessions on matters concerning the sub-province.
- Voting rights limited to issues directly affecting the sub-province.
- Acts as lieutenant-governor during temporary absence or incapacity of the latter.
- Receives per diem compensation and reimbursement for travel expenses paid from sub-province funds.
Organizational Structure and Highway Engineering District
- The sub-province is organized as an independent highway engineering district.
- A district engineer is assigned following applicable laws, rules, and regulations.
- Functions similar to existing engineering districts, ensuring local infrastructure oversight.
Legal Status for Specific Legislative Purposes
- Recognized as a province for the application of Republic Act No. 917.
- Facilitates certain governmental and administrative functions under that law.
Status and Compensation of the Lieutenant-Governor
- The lieutenant-governor is excluded from membership in the Provincial Board of Leyte.
- Receives an annual compensation of Three Thousand Six Hundred Pesos (₱3,600).
Appointment and Term of Initial Officials
- The first lieutenant-governor and provincial board representative are appointed by the President of the Philippines.
- Appointment requires consent of the Commission on Appointments.
- These officials serve until successors are elected in the next general elections and duly qualified.
Effectivity
- The Act took effect upon its approval on April 8, 1959.
