Purpose and guiding policy

Creation, territorial detachment, and continuity
- Section 1 detaches and separates the named subdivisions—Equitable Village, Valarao, Paraiso, San Antonio Valley VII, Angela and Happy Ville—from Barangay Talon.
- Section 1 creates and constitutes the detached area into a distinct and independent barangay known as Barangay Talon Kuatro.
- Section 1 provides that creation of Barangay Talon Kuatro does not affect in any manner the legal existence of the mother barangay Talon.
Application of barangay laws
- Section 2 makes all provisions of law applicable to regular barangays apply to Barangay Talon Kuatro.
- Section 2 applies to laws now or hereafter applicable to regular barangays.
- Section 2 subjects Barangay Talon Kuatro to the same legal framework as regular barangays except where the decree provides otherwise.
Incumbent officials and appointment of officers
- Section 3 provides that the present elective barangay officials of Barangay Talon continue performing duties in the newly created Barangay Talon Kuatro.
- Section 3 states this continuation lasts until the barangay officials of Barangay Talon Kuatro are appointed by the President.
- Section 3 provides that appointive officials hold office until their successors are elected in the regular elections for barangay officials following issuance of the decree.
- Section 3 states appointive officers and employees may be removed sooner at the pleasure of the President.
- Section 3 requires necessary appointive officers and employees to be appointed as provided for under existing laws to complete the government personnel of Barangay Talon Kuatro.
Transfer of assets, funds, and obligations
- Section 4 directs that upon effectivity of the decree, the proportionate share of Barangay Talon Kuatro in the obligations, funds, assets and other property of Barangay Talon is transferred.
- Section 4 requires the transfer to be made by the President.

Repeal and modification; effect
- Section 5 repeals or modifies all laws or parts of laws and all executive orders or regulations that are inconsistent with the decree.
