Creation of Barangay Almanza Dos

The Decree states that government’s fundamental aim is socio-economic upliftment of inhabitants, including during a period of economic adjustment.
The Decree states that development is best achieved through creation of local government units for faster administrative response to social, educational, cultural, and economic needs.
The Decree states that close supervision by local officials is necessary to enhance development of areas involved in government programs.

Section 1 detaches and separates the subdivisions known as DBP (formerly Almanza), TS Cruz, and BF Almanza in Barangay Almanza (Las Piñas, Metro-Manila) to form a distinct and independent barangay.
Section 1 creates the new barangay to be known as Barangay Almanza Dos.
Section 1 provides that the creation of Barangay Almanza Dos does not affect the legal existence of the mother barangay.

Section 2 applies all provisions of law now or later applicable to regular barangays to Barangay Almanza Dos.
Section 2 subjects Barangay Almanza Dos to barangay legal rules except as otherwise provided in the Decree.

Section 3 keeps the present elective barangay officials of Barangay Almanza performing their duties until barangay officials for Barangay Almanza Dos are appointed by the President.
Section 3 provides that the appointed barangay officials hold office until their successors are elected in the regular elections for barangay officials following issuance of the Decree, and after they qualify.
Section 3 states that the appointed officers and employees may be removed sooner at the pleasure of the President.
Section 3 requires that any appointive officers and employees needed to organize or complete the government personnel of Barangay Almanza Dos shall be appointed under existing laws.

Section 4 requires that upon effectivity of the Decree, the proportionate share of Barangay Almanza Dos in the obligations, funds, assets, and other property of Barangay Almanza must be transferred.
Section 4 directs that the transfer is made by the President.
Section 4 makes the transfer subject to the recommendation of the Commission on Audit.

Section 5 repeals or modifies all laws or parts of laws and all executive orders or regulations that are inconsistent with the Decree.
