Authority and Responsibilities of the Committee
- Supervise and make decisions on all matters related to the winding up and liquidation of the Commission's affairs
- Responsible for the preservation and safekeeping of valuable records, documents, papers, and memorabilia of the Commission
Financial Powers and Personnel Management
- Authority to disburse funds from the existing appropriation allocated to the Constitutional Commission for operational expenses
- Power to appoint personnel necessary for liquidation and fix their compensation
- Limitation: these powers and operations shall not extend beyond December 15, 1986
Mandate to Conduct Constitution Education Campaign
- Authorized to undertake a Constitution Education Campaign in collaboration with other government agencies
- May use funds from the remaining balance of the Twenty Million Peso appropriation initially granted to the Commission and other funds allocated for this purpose
- Funds cover allowances for Commissioners, resource persons, secretariat personnel, transportation, and other incidental expenses related to the campaign
Financial Oversight and Documentation
- Chairman of the Committee empowered to sign checks and other financial documents related to fund disbursement
Effectivity
- The Executive Order becomes effective on October 15, 1986, coinciding with the approval of the final draft of the Constitution
