Creation and Composition of the Lungsod Silangan Project Implementation Office (LS-PIO)
- Attached to the Department of Public Works, Transportation and Communications.
- Led by the Undersecretary of Public Works, Transportation and Communications as Project Manager.
- Includes the General Manager of the National Housing Authority as Project Coordinator.
- Also composed of General Managers of the National Power Corporation and the Metropolitan Waterworks and Sewerage System, Executive Director of the Human Settlements Commission, Commissioner of the National Pollution Control Commission, and representatives from other member agencies of the Presidential Committee with at least Bureau Director rank.
Responsibilities and Authority of the LS-PIO
- Coordinate execution and supervision of projects based on approved plans.
- Provide standards and guidelines for architectural and engineering design and construction.
- Authorized to enter into contracts with qualified firms for design, construction, and procurement—by bidding or negotiation—subject to the Committee's approval.
- Supervise preparation and approval of architectural and engineering designs, subject to Committee's approval.
- Responsible for construction management.
- Facilitate acquisition or expropriation of land and property needed.
- All activities must conform to plans approved by the Presidential Committee.
Special Hiring and Compensation Provisions
- Chairman of the Presidential Committee may, as an exception to existing rules, hire consultants, experts, and qualified personnel for design and construction supervision.
- Authorized to fix compensation rates and fees.
- Can reimburse actual transportation and representation expenses for government personnel involved, not exceeding P800.00 per month.
- Hiring and compensation upon recommendation of the LS-PIO Project Manager.
Funding and Coordination of Projects
- Member-agencies must allocate their program and budget funding requirements according to the approved plans.
- Agencies shall transfer funds to the LS-PIO for coordinated sectoral activities.
- The Budget Commission provides necessary funding support as per approved plans.
Authority to Call Upon Other Government Agencies
- Both the Presidential Committee and LS-PIO are authorized to seek assistance from any government agency necessary for project implementation.
Legal Effect and Enforcement
- The Letter of Instruction mandates inter-agency cooperation under the oversight of the Presidential Committee and LS-PIO.
