Composition and Leadership Structure
- Members include:
- Secretary of the Department of Education
- Chairman of the Commission on Higher Education
- Chairman of the Technical Education and Skills Development Authority
- Presidential Assistant for Education
- Five private sector representatives appointed by the President
- The Task Force Chairman is appointed from the private sector representatives.
- Co-chairmanship is assigned to the Chairman of the Commission on Higher Education.
Mandate and Functions
- Design mechanisms for regular trans-subsectoral consultations on education policies and programs.
- Identify strategies aligning education system goals, particularly tertiary education, with national development plans.
- Review existing and proposed programs of the three main education agencies and other government bodies for coordination.
- Provide guidelines for priority setting in the education system, recommending financial requirements.
- Develop monitoring schemes for reforms proposed by the PCER and updated by the Medium Term Philippine Development Plan.
- Direct and oversee the National Educational Evaluation and Testing Systems and Operations.
- Recommend guidelines for Philippine delegates in international and national education-related forums.
- Lead the organization of a biennial National Congress in Education to assess and strengthen the education system.
Inter-Agency Cooperation
- All government departments, offices, agencies, including government-owned or controlled corporations, are mandated to support and cooperate with the Task Force.
Incentives and Rewards
- Task Force members are entitled to rewards, incentives, and other benefits under existing laws and regulations.
Reporting Requirements
- The Task Force must submit a comprehensive report and proposals to the President within twelve months of commencing its functions.
Funding Source
- Operations funded from the budget of the Presidential Assistant for Education as per EO 273 (Series of 2000) and EO 632.
Repeal of Conflicting Issuances
- Any prior orders, rules, or regulations inconsistent with this Executive Order are repealed or modified accordingly.
Immediate Effectivity
- The Executive Order takes effect immediately upon issuance.
