Creation and composition of the Committee
- Executive Order No. 232 creates the Presidential Development Budget Committee.
- The Committee is organized to ensure harmony and consistency between the Annual Budget and Long-Range Development Plans.
- The Committee is designed to involve development planning agencies and principal fiscal agencies of the Government more fully in basic budgetary decision-making.
- The Committee is composed of the following members:
- Commissioner of the Budget — Chairman
- Chairman, National Economic Council — Member
- Director-General, Presidential Economic Staff — Member
- Secretary of Finance — Member
- Governor, Central Bank — Member
Core functions and responsibilities
- Executive Order No. 232 requires the Committee to establish the level of the annual government expenditure program.
- The Committee must establish the ceiling of government spending for:
- economic and social development
- national defense
- general government
- debt service
- The Committee must determine the proper allocation of expenditures for each development activity between:
- current operating expenditure
- capital outlays
- The Committee must allocate the amount set for capital outlays for each development activity to the various capital or infrastructure projects.
- The Committee must assess the reliability of revenue estimates.
- The Committee must recommend appropriate tax or other revenue measures and the extent and type of borrowings.
- The Committee must conduct periodic review and general examination of:
- costs
- accomplishments
- performance standards
applied to developmental projects.
- The Committee must perform such other functions as may be necessary to carry out the purpose of the Order.
Technical staff and assistance mechanisms
- The Committee is assisted by a Technical Staff composed of employees from the different agencies represented in the Committee.
- The Fiscal Policy Staff of the Budget Commission serves as the nucleus of the Technical Staff.
- The Committee may call upon any department, bureau, office, agency, or instrumentality of the Government for assistance needed for its functions.
- The Committee must likewise call on an advisory group consisting of representatives from agencies with related functions, including:
- Bureau of Internal Revenue
- Bureau of Customs
- University of the Philippines
- Joint Legislative-Executive Tax Commission
- Congressional Committee on Appropriations and Ways and Means
Effectivity
- Executive Order No. 232 takes immediate effect upon issuance.
