The Philippine Inter-Agency Committee on Zoonoses is established to develop a national strategy and strengthen the prevention and control of zoonotic diseases, with the Department of Health, Department of Agriculture, and Department of Environment and Natural Resources leading the efforts on human, livestock, and wild fauna health respectively.

Objectives and national strategy

  • The PhilCZ must develop a national strategy on the prevention, control and elimination of zoonoses.
  • The PhilCZ must establish a functional and sustainable mechanism to strengthen the animal-human interface for effective prevention, control, and elimination of zoonotic diseases.

Core functions of the committee

  • The PhilCZ must ensure that animal and human health sector plans, programs, and activities are consistent with the National Strategic Work Plan.
  • The PhilCZ must review and develop policies, programs, and guidelines for proper implementation of the zoonoses prevention and control program.
  • The PhilCZ must develop and coordinate capacity building programs and prioritize activities to improve national and local capabilities.
  • The PhilCZ must foster cooperation and commitment between the animal and human health sectors through coordination and exchange of advice and assistance whenever possible.
  • The PhilCZ must provide recommendations to the President of the Philippines through the Secretaries of DA, DOH, and DENR during crises, including epidemics of zoonotic nature, or whenever deemed necessary.
  • The PhilCZ must recommend research priorities and ensure dissemination and use of research findings.
  • The PhilCZ must organize a pool of experts to provide technical advice on zoonotic diseases.
  • The PhilCZ must coordinate and collaborate with other sectors/organizations as necessary to carry out its duties and responsibilities.

Agency responsibilities and lead roles

  • All agencies must develop and disseminate policies, guidelines, and issuances on zoonotic diseases.

  • All agencies must provide epidemiologic data on zoonotic diseases as a basis for policy formulation and decision-making.

  • All agencies must provide accurate and timely information to specific target audiences.

  • All agencies must undertake research priorities and ensure dissemination and use of research findings.

  • All agencies must serve as chairperson, vice-chairperson and secretariat of the committee.

  • For rotational chair/secretariat and vice-chairing:

    • DOH serves as Chairperson and Secretariat for the first two (2) years, and DA serves as Vice-Chairperson.
    • DA serves as Chairperson and Secretariat for the next biennium, and DENR serves as Vice-Chairperson.
    • DENR serves as Chairperson and Secretariat for the third biennium, and DOH serves as Vice-Chairperson.
  • DOH is the lead agency for prevention and control of zoonotic diseases in humans, and must:

    • Conduct pro-active response on public health concerns relating to food safety, sanitation and vector control.
    • Adopt appropriate measures, upon the PhilCZ’s recommendation, to be undertaken in health facilities for prevention and control of zoonotic diseases.
  • DA is the lead agency for prevention and control of zoonotic diseases in livestock, poultry and other domestic animals, and must:

    • Conduct pro-active response on public health concerns relating to food safety, sanitation, vector control and proper disposal of animals.
    • Adopt appropriate measures recommended by the PhilCZ to be undertaken in animal facilities, including farms, slaughterhouses, markets, feed establishments, and pharmaceuticals/drugs/biologics outlets for control and prevention of zoonotic diseases.
  • DENR is the lead agency for zoonotic diseases in wild fauna, and must adopt appropriate measures, upon the PhilCZ’s recommendation, to be undertaken in:

    • Protected areas,
    • Wildlife facilities such as zoological parks and wildlife rescue centers, and
    • Identified risk areas for control and prevention of zoonotic diseases.

Implementation and supporting government action

  • The Secretaries of Agriculture, Health and Environment and Natural Resources must provide the guidelines for operationalization of the PhilCZ through a Joint Administrative Order.
  • The same Secretaries must promulgate rules and regulations that are necessary, incidental, or consistent with the purpose, intent, and objective of the order for operationalization of the PhilCZ.
  • All instrumentalities of government must support and assist the PhilCZ when deemed necessary.

Funding requirement

  • Each concerned department must appropriate at least two million pesos (P2,000,000 00) annually for the operations of the PhilCZ.

Effectivity, separability, and repeal

  • If any provision of the administrative order is declared unconstitutional, the remaining provisions continue to remain valid and effective under the separability clause.
  • All orders, rules, regulations, and issuances, or parts thereof, that are inconsistent with the administrative order are repealed, amended, or modified accordingly under the repealing clause.
  • The administrative order takes effect immediately.
