Legal basis and governmental authority
- Executive Order No. 76 is issued “by virtue of the powers vested” in the President by law.
- The Chief of Constabulary is directed to provide the necessary officers, personnel, and equipment of the PC Metropolitan Command.
- The Police Commission is tasked to require Chiefs of Police to support the PC Metropolitan Command in the anti-criminality campaign.
Policy purpose and operational need
- Executive Order No. 76 addresses the need for more vigorous law enforcement in the Greater Manila area beyond local police capabilities.
- Executive Order No. 76 aims at a coordinated and sustained effort to counter criminality.
- The PC Metropolitan Command is authorized to complement and/or supplement local police action to repress and prevent crimes.
- The PC Metropolitan Command is tasked to effect prompt solution of crimes.
Command creation and headquarters
- The Philippine Constabulary organize a special striking force known as the PC Metropolitan Command.
- The PC Metropolitan Command has its Command headquarters at Camp Crane, Quezon City.
- The PC Metropolitan Command is authorized to have other or subordinate headquarters at places that the Commanding Officer requires.
- The Chief of Constabulary supplies all necessary officers, personnel, and equipment for the Command.
Territorial coverage and expansion
- The PC Metropolitan Command operates in the Cities of Manila, Quezon, Caloocan, and Pasay.
- The PC Metropolitan Command operates in the Municipalities of Marikina, Pasig, Makati, Mandaluyong, San Juan, Paranaque, Las Piñas, Navotas, and Malabon, all in Rizal Province.
- The PC Metropolitan Command also operates in such other suburban municipalities as the Chief of Constabulary may direct under this authority.
- The extended operation continues under the authority until normalcy in the law and order situation shall have been restored.
Crime repression, coordination, and local cooperation
- The PC Metropolitan Command is authorized to complement and/or supplement local police action to repress and prevent crimes.
- The PC Metropolitan Command is authorized to ensure the prompt solution of crimes.
- City Mayors and Municipal Mayors of the covered cities and municipalities must extend full support and assistance to the PC Metropolitan Command.
- City Mayors and Municipal Mayors must take immediate steps to carry out the purposes of the Order.
- The Police Commission must require all Chiefs of Police concerned to exert maximum effort in maintaining law and order and to render every assistance to the PC Metropolitan Command in their jurisdictions.
Specialized mobile force: Metrocom-Rizal PHP
- The PC Metropolitan Command organizes a special mobile force known as METROCOM-Rizal Police Highway Patrol.
- The METROCOM-Rizal Police Highway Patrol is composed of PC vehicles and other police cars contributed by the listed cities and municipalities, and by the Province of Rizal.
- Contributions and composition are based on arrangements agreed upon with the Provincial Governor of Rizal and the city and municipal Mayors at a conference held on July 4, 1967.
- The METROCOM-Rizal Police Highway Patrol is manned by PC officers and men assigned to it and the regular crew men of the contributed vehicles.
- The METROCOM-Rizal Police Highway Patrol operates within the entire Greater Manila area without regard to city or municipal boundaries.
