Duties and Functions of the ODA Absorption Office
- Monitor ODA-funded projects and programs especially those experiencing implementation problems.
- Develop solutions in coordination with implementing agencies, donors, local government units, NGOs, people's organizations, and affected communities.
- Facilitate cooperation and execution among concerned agencies.
- Escalate issues requiring high-level intervention to the President and Cabinet members.
- Report on the status of ODA portfolio and projects to the President and Cabinet as required.
- Perform other functions assigned by the President.
Inter-Agency Relationships
- ODA Absorption Office shall be represented in meetings with donor institutions and government agencies on ODA project implementation.
- Access monitoring systems and outputs of NEDA, National Project Monitoring Committee (NPMC), Regional Project Monitoring Committees (RPMCs), and obtain information from other government agencies.
- Respect accountability and responsibility of implementing agencies and officers to maintain institutional integrity.
- NEDA Deputy Director-General for Central Support Office assists in liaison efforts between NEDA, implementing agencies, and the ODA Absorption Office.
Organization and Budget
- ODA Absorption Office shall propose an organizational structure and staffing pattern to the Department of Budget and Management for recommendation and Presidential approval.
- Initial operation funding comes from the Office of the President.
- Subsequent appropriations to be included in the Office of the President’s budget proposal.
Repealing Clause
- All executive issuances, orders, rules and regulations or parts inconsistent with this Executive Order are revoked, amended, or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon issuance on May 16, 2002.
