Legal basis and administrative recommendation
- Proclamation No. 1191 is issued pursuant to the powers vested in the President under Republic Act No. 7916, the “Special Economic Zone Act of 1995,” as amended by Republic Act No. 8748.
- The creation and designation is made upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).
- Proclamation No. 1191 is further made subject to PEZA Board of Directors Resolution No. 20-163 (s. 2020).
Special economic zone created
- Proclamation No. 1191 creates and designates several parcels of land located in Barangays Linmasangan and Canarvacanan, Binalonan, Pangasinan as a Special Economic Zone.
- The Special Economic Zone created is known as NorthLuzon Aero Industrial Park.
- The designated area has an aggregate area of 262,660 m² (Two Hundred Sixty-One Thousand Six Hundred Sixty square meters), more or less.

Conditions governing the zone
- The Special Economic Zone created is subject to the provisions of Republic Act No. 7916, as amended.
- The Special Economic Zone created is also subject to the Implementing Rules and Regulations of Republic Act No. 7916.
- The Special Economic Zone created is also subject to PEZA Board of Directors Resolution No. 20-163 (s. 2020).
