Primary Purposes and Objectives
- Promote and initiate research and development projects in social sciences, humanities, and related fields.
- Formulate social welfare programs aimed at improving the socio-economic conditions of underprivileged segments of society, maximizing their potential in national development.
- Encourage participation by domestic and foreign sectors in providing financial, technical, and other assistance to support the Foundation’s welfare programs.
- Disseminate research results and foster practical application of social science and humanities findings to address mass social problems.
- Establish scholarships and professional chairs to advance fundamental, applied, and developmental research and economic evaluations in relevant fields.
- Create parks and recreation centers to promote tourism in the Philippines.
- Develop and improve educational and scientific research facilities like libraries, laboratories, workshops, and other infrastructure.
Governance and Administration
- The governing body is a Board of Trustees consisting of a Chairman and eight members appointed by the President for a one-year term.
- Board members must have a genuine interest in advancing the Foundation's objectives.
- The Board shall enact a Code of By-Laws dictating internal governance, including meetings, officer roles, and operational matters, requiring majority approval.
- An Executive Secretary appointed by the Board shall manage day-to-day affairs and serve as Secretary to the Board.
Powers of the Foundation
- Authority to sue and be sued.
- Capacity to enter into contracts.
- Own and hold real and personal property necessary for its corporate purposes.
- Receive property through gifts, devises, or bequests.
- Adopt and alter a corporate seal.
- Enact rules and by-laws consistent with the Decree.
- Exercise all general corporate powers under applicable corporation laws.
- Perform all acts necessary to fulfill its mandated functions.
Property Ownership and Conditions
- Title to property occupied by the Foundation is transferred in fee simple, subject to restrictions.
- Restrictions include prohibiting transfer of the property to another party without Presidential approval.
- Authorized to mortgage the property solely to further its purposes.
- Upon dissolution or ceasing to use the land, ownership reverts automatically to the National Government without compensation.
Tax and Duty Exemptions
- The Foundation is exempt from all forms of taxation.
- Exempt from duties and other imposts on imported equipment and goods necessary for its operations.
Reporting Obligations
- Required to submit an annual report to the President and Congress.
- The report must detail activities, financial condition, receipt sources, and expenditure purposes.
Legal Provisions
- Any invalidity of clauses shall not affect the remainder of the Decree.
- Inconsistent laws, executive orders, administrative orders, and proclamations are repealed or modified accordingly.
- The Decree is part of the law of the land and takes immediate effect upon promulgation.
