Establishment and Composition of the National Task Force for the West Philippine Sea (NTF-WPS)

- Member agencies from key departments including Foreign Affairs, National Defense, Justice, Interior and Local Government, Environment and Natural Resources, Energy, Agriculture, Trade and Industry, Transportation and Communications, Finance, National Economic and Development Authority, National Coast Watch System, AFP, PNP-Maritime Group, Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources.
- The Chairperson may designate other government officials and private citizens.
- Members are permanent representatives with rank of Undersecretary.

Functions and Responsibilities of the NTF-WPS
- Receives guidance from the President via the Security, Justice and Peace Cabinet Cluster.
- Coordinates and synchronizes capabilities of various national agencies to achieve objectives in the West Philippine Sea.
- Submits reports and recommendations to the President.
- Assumes functions of the prior Inter-Agency Coordinating Committee on the West Philippine Sea.
Creation of Area-level and Tactical-level Task Forces
- NTF-WPS establishes Area-level Task Forces (ATFs) to coordinate government efforts at regional/area levels.
- ATFs receive guidance and direction from NTF-WPS.
- Government agencies coordinate closely with ATFs in the deployment of capabilities, assets, equipment, and personnel.
- ATFs may organize Tactical-level Task Forces (TTFs) with units from various agencies.
- TTFs operate under guidance of the ATF.
- All actions by these units must be reported to the ATF directly or through regional offices.
Support and Cooperation from Government Entities
- All government branches, departments, agencies, local government units, and government-owned or controlled corporations are directed to fully support the National Task Force.
Separability Clause
- If any provision is declared invalid or unconstitutional, the remaining provisions remain valid and effective.
Repeal Clause
- Existing orders, proclamations, rules, or regulations inconsistent with this Circular are repealed or modified accordingly.
Effectivity Clause
- The Circular takes effect immediately upon release.
