Technical and Legal Staff Assistance

  • The Council shall have a technical and legal staff appointed and managed by the Executive Officer.
  • Personnel hiring adheres to Civil Service Law and Rules, with options for contracted hires as needed.

Secretariat Structure

  • The Secretariat, headed by an Executive Director and an Assistant Executive Director, assists the Executive Officer.
  • Secretariat personnel appointments and compensation conform to Civil Service Law and Rules, with contract hiring permitted.

Administration of Staff and Secretariat

  • Both the Council’s Technical and Legal Staff and the Secretariat are administratively attached to the Department of Natural Resources.

Personnel Regulations Exemption

  • Council personnel are exempted from the Office of Compensation and Position Classification rules due to the specialized nature of their work.

Honoraria for Assistance

Appropriation and Funding

  • Initial funding comes from the Department of Natural Resources’ Environmental Protection budget.

Repealing Clause
