Presidential Decree No. 1003-A establishes the National Academy of Science and Technology (NAST) in the Philippines, with the purpose of promoting scientific research and recognizing outstanding achievements in technology and the sciences, and is governed by an Executive Council appointed by the President.

Definition of Scientist

  • Scientist defined as an individual with a doctoral degree in a science field from an accredited university.

  • Screening by a temporary Committee of five members appointed by the President.
  • Committee represents major fields: basic/applied, biological, physical, mathematical engineering, social sciences.
  • Admission requires favorable vote of at least four Committee members.
  • Committee exist for not more than 18 months after the decree's promulgation.

Benefits and Privileges for Members

  • Free publication of scientific and technological works.
  • Travel support for international conferences.
  • Other incentives to promote scientific and technological efforts and achievements.

National Scientist Award

  • Academy may recommend annually up to ten scientists for distinguished achievements.
  • Awardees given the title "National Scientist" by the President.
  • Recipients receive a gratuity amount set by the Academy.
  • Entitled to privileges similar to those enjoyed by "National Artists".

Allowances and Gratuities

  • Executive Council and temporary Committee members entitled to reasonable allowances and reimbursement for travel expenses.
  • Initial Academy members receive a gratuity of P6,000 per annum, adjustable by the membership subject to NSDB Board approval.

Membership Limit and Expansion

  • Membership shall not exceed 50 at any one time.
  • Increase possible by two-thirds vote of members and Presidential approval.

Rulemaking Authority

  • Academy empowered to promulgate rules and regulations to implement the decree’s provisions and objectives.

Appropriation and Funding

  • An amount of P2,000,000 authorized from the National Treasury for the Academy’s implementation.

Repealing Clause

  • Laws, executive orders, decrees, or regulations inconsistent with this decree are repealed, amended, or modified accordingly.
