Effectivity—when the municipality begins
- Midsalip begins to exist upon the appointment and qualification of:
- the Mayor,
- the Vice-Mayor, and
- a majority of the councilors.
- Midsalip also begins to exist only upon certification by the Secretary of Finance that the municipality is financially capable of:
- providing for all the statutory obligations, and
- providing for ordinary essential services of a regular municipality.
- The certification by the Secretary of Finance must also confirm that after segregation:
- the mother municipalities of Ramon Magsaysay and Dumingag can still maintain their municipal governments creditably,
- meet all their statutory and contractual obligations, and
- provide essential municipal services.
Territorial segregation from mother municipalities
- The Municipalities of Dumingag and Ramon Magsaysay retain their territories minus the portions included in the territory of Midsalip as delimited by the boundaries stated in the order.
