Geographical Boundaries
- Defined boundaries starting from the mouth of Kumalarang River, proceeding upstream 3,800 meters.
- Includes points along Kumalarang River, Lake Wood, old boundaries of Lapuyan and Midsalip municipalities.
- Extends to the national highway at Kumalarang Bridge and shores of Igat Bay.
- Maritime boundary includes Igat Bay waters as per Section 2321 of the Revised Administrative Code.
- Island of Kabog is included within municipal territory.

- Lapuyan’s territory reduced by the area allocated to Maruing.
Conditions for Municipal Operation
- Municipality's existence starts upon appointment and qualification of key officials: Mayor, Vice-Mayor, and majority of councilors.
- Requires certification from the Secretary of Finance regarding financial capacity.
- Certification criteria: Ability of Maruing to cover statutory obligations and essential services.
- Also requires that the mother municipality, Lapuyan, retain sufficient resources and capability to maintain its administration and obligations after territory segregation.
Legal Effectivity and Authority
- The Executive Order was signed by the President of the Philippines and the Acting Executive Secretary.
- The order was promulgated in Manila on September 4, 1964.
- The document serves as the legal basis for establishing Maruing as an administrative and political entity within the Province of Zamboanga del Sur.
