Authority and legal basis
- The creation is made pursuant to Section 68 of the Revised Administrative Code.
- The order is issued upon the recommendation of the Provincial Board of Bohol.
- The President’s action follows the legal framework allowing the organization of municipalities within provinces.
Policy, purpose, and intent
- The order establishes a new local government unit called the Municipality of Dagohoy.
- The order is designed to reorganize local political boundaries by segregating specified barrios from existing municipalities.
- The order requires administrative and financial readiness before the municipality begins to exist in practical governance.
Formation and component barrios
- The Municipality of Dagohoy is created in the Province of Bohol.
- The municipality is composed of the following barrios:
- From the municipality of Carmen: Colonia, La Esperanza, San Vicente, Villa Aurora, Can-oling.
- From the municipality of Sierra-Bullones: Caluasan, San Miguel, Candelaria.
- From the municipality of Trinidad: Mahayag, Malitbog, Cagawasan, Sto. Rosario.
- From the municipality of Ubay: Babag.
- The seat of government of the municipality is set at the barrio of Colonia.
Territorial boundaries and delimitation
- The municipality’s boundaries are defined by a detailed technical description using points marked 1 to 21, straight-line directions, distances, and named landmarks/corner references.
- The boundary description begins at a point marked 1 at the middle of Canmanaga Bridge on the Carson–Trinidad road, and proceeds through points 2 through 21.
- The boundary description ends at the point of beginning after the final straight line segment to the top of Camahangin Hill and back to the start location.
- The boundary description is stated to be based on the date shown in the sketch of the proposed municipality, scale 1.50,000, prepared and submitted by the Highway District Engineer of Bohol in March, 1956.
- The municipalities of Carmen, Sierra Bullones, Trinidad, and Ubay retain their territories minus the portions included in Dagohoy’s territory.
When the municipality begins to exist
- The Municipality of Dagohoy begins to exist upon the appointment and qualification of:
- the mayor,
- the vice-mayor, and
- a majority of the councilors.
- The municipality begins to exist only after the Secretary of Finance certifies that the municipality is financially capable of implementing the Minimum Wage Law and providing:
- all statutory obligations, and
- all ordinary essential services of a regular municipality.
- The Secretary of Finance’s certification also requires assurance that, after the segregation of the relevant barrios:
- Carmen, Sierra-Bullones, Trinidad, and Ubay can still maintain their respective municipal governments creditably; and
- those municipalities can meet all their statutory and contractual obligations and provide for the essential municipal services.

- The order is signed by Ramon Magsaysay as President of the Philippines.
- The order is countersigned by Fortunato de Leon as Executive Secretary.
- The order is dated June 21, 1956 and references the tenth year of Philippine Independence.
