Legal basis for municipal creation
- Executive Order No. 244 is issued upon the recommendation of the Secretary of the Interior.
- Executive Order No. 244 is issued pursuant to Section 68 of the Revised Administrative Code.
Policy and purpose
- Executive Order No. 244 organizes territorial units by creating six municipalities in Masbate with defined seats of government and territorial boundaries.
Municipalities created and government seats
- Executive Order No. 244 creates the municipalities of Uson, Mobo, Baleno, Balud, Cawayan, and Mandaon in the Province of Masbate.
- Executive Order No. 244 fixes the seat of government for each municipality at the named barrio, namely:
- Uson — at the barrio of Uson
- Mobo — at the barrio of Mobo
- Baleno — at the barrio of Baleno
- Balud — at the barrio of Balud
- Cawayan — at the barrio of Cawayan
- Mandaon — at the barrio of Mandaon
Territorial coverage and boundary rules
- Executive Order No. 244 defines each new municipality’s territory by taking specified territories from the former/parent municipalities and, in one case, adding a specified barrio.
- Municipalities of Uson, Mobo, and Balud consist of the respective territories the former municipalities of Uson, Mobo, and Balud had at the time of their annexation to Dimasalang, Masbate and Milagros.
- Municipality of Baleno consists of the territory the former municipality of Baleno had at the time of its annexation to Aroroy, plus the barrio of Magdalena of the municipality of Masbate.
- Municipality of Cawayan consists of the barrios and sitios listed in Milagros: Nauco-Dacu, Maoco-Diot, Cobre, PiAa, Guinlobngan, GilotoAgan, Namatyan, GuiloAangan, Vegia, Bitlig, Recodo, Guiom, Campato, Lubigan, Cabayogan, Dalepi, CelodoAo, Malbug, Bara, Naboyanan, Taberna, Mactan, Lagui-lagui, Nabayawan, Villahermosa, Polot, Bebejan, Calumpang, Palobandera, Cabug, Salvador, Matagbac, Cokok, Mahayahay, Panorama, Benteriales, Isok-dorang, Maihaw, Madbad, Tagaytay, Itombato, Segundo, Pin-as, Nabogtoan, Divisoria, Bongabon and Tobog.
- Municipality of Mandaon consists of the barrios and sitios listed in Milagros: Mandaon, Nailaban, Maolingon, Tumalaytay, Bugtong, Alas, Tagpu, Nanipsan, Ayat, Gapus, Canomoy, Buri, Lo-oc, Cagmasoso and Palo Dacu.
- Municipality of Dimasalang retains its present territory minus the portion included in the municipality of Uson.
- Municipality of Masbate retains its present territory minus the portions included in the municipalities of Mobo and Baleno.
- Municipality of Aroroy retains its present territory minus the portion included in the municipality of Baleno.
- Municipality of Milagros retains its present territory minus the portions included in the municipalities of Balud, Cawayan, and Mandaon.
Start of existence and local officials
- Executive Order No. 244 provides that the municipalities created “shall each begin to exist” upon the appointment and qualification of:
- the mayor
- the vice-mayor
- a majority of the municipal councilors of each municipality.
Effect on existing municipalities
- Executive Order No. 244 reorganizes the territorial extent of Dimasalang, Masbate, Aroroy, and Milagros by specifying that their present territories remain subject to deductions corresponding to the portions allocated to the newly created municipalities.
