Composition of the MPMC
- Chaired by the Mindanao Development Authority (MinDA).
- Member agencies include the Department of Energy (DOE), Energy Regulatory Commission (ERC), National Electrification Administration (NEA), National Power Corporation (NPC), and Power Sector Assets and Liabilities Management Corporation (PSALM).
- Representatives from the Mindanao Electric Power Alliance (MEPA) and the Association of Mindanao Rural Electric Cooperatives (AMRECO) are encouraged to join.
Duties and Functions of the MPMC
- Develop and maintain a comprehensive database on the Mindanao power sector and relevant matters.
- Assess the current power situation and evaluate the recommendations of the Mindanao Power Summit.
- Regularly submit reports and recommendations to the President of the Philippines.
- Perform any other necessary duties to implement the Executive Order effectively.
Secretariat Role
- MinDA acts as the Secretariat, providing administrative support.
- Responsible for maintaining all MPMC documents and records.
Support from Other Agencies
- MPMC may request assistance from government agencies, government-owned and controlled corporations (GOCCs), and other relevant entities.
Funding
- Initial funding for the first year to be determined jointly by the Department of Budget and Management (DBM) and MinDA.
- Sources include the Contingent Fund and other sources identified by DBM.
- Subsequent funding to be included in MinDA's regular budget.
Repealing Clause
- Any orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed, amended, or modified accordingly.
Separability Clause
- If any provision is declared invalid or unconstitutional, other provisions shall remain valid and enforceable.
Effectivity
- The Executive Order takes effect immediately upon publication in a newspaper of general circulation.
