Composition and Organization
- To be organized by the Chief of Staff of the Armed Forces of the Philippines (AFP).
- Structured as a joint task force unit.
- Incorporates the existing Philippine Constabulary Metropolitan Command (PC Metropolitan Command).
- Includes additional components from Philippine Army, Philippine Constabulary, Philippine Air Force, and Philippine Navy.
- AFP Chief of Staff is responsible for providing all personnel and equipment.
Area of Operations
- Encompasses the Greater Manila Area, Manila Bay, and adjacent coastal municipalities.
- May extend to other suburban municipalities as determined by the AFP Chief of Staff.
Mandate and Functions
- Operates to combat:
- Criminality
- Subversion
- Insurgency
- Smuggling
- Piracy
- Illegal fishing
Cooperation and Support
- Provincial Governors, City and Municipal Mayors, and Heads of national agencies must provide full support and assistance.
- They are required to take immediate steps to facilitate the Command's purposes.
Role of the Police Commission
- Must enforce maximum law enforcement efforts by all Chiefs of Police in their jurisdictions.
- Chiefs of Police must provide full assistance to the Metropolitan Area Command.
Legal Integration
- The PC Metropolitan Command (established by Executive Order No. 76, July 14, 1967) is merged into the newly created Command.
Authority and Effectivity
- Executed by then-President Ferdinand E. Marcos under presidential powers vested by law.
- Effective upon signing on February 16, 1968, in Manila.
