Powers and Functions
- Promote growth and development of the Philippine film industry.
- Produce or import films for exhibition at the Film Center.
- Manage and operate the Film Center in coordination with the Cultural Center of the Philippines.
- Coordinate with the Filipino Motion Pictures Development Board on industry matters.
- Establish and maintain a special fund to financially assist motion picture projects.
- Formulate and administer a national film rating and classification system subject to Presidential approval.
- Operate a Film Archive for preservation and dissemination of motion pictures.
- Assist Filipino talents in skill acquisition for quality film production.
- Borrow funds and acquire real or personal property to fulfill objectives.
- Invest funds and assets in activities deemed beneficial by the Cinema.
- Organize international film festivals, exhibitions, and similar activities.
- Construct and maintain theatres, screening rooms, and related facilities.
- Perform other functions authorized by law or the President.
Freedom from Censorship
- All films produced or imported by the Cinema for film center exhibition are exempted from censorship.
Board of Trustees
- Governs the Cinema through a three-member Board.
- Members include the Minister of Tourism or representative (Chairman) and one appointee of the President.
Responsibilities of the Board
- Adopt rules and regulations for effective operations.
- Prepare and approve operational budgets.
- Periodically review Cinema administration and programs.
- Perform other legally authorized functions.
Director-General
- Chief Executive Officer appointed by the President.
- Serves as Chairman of the Board.
- Duties include policy proposals, program coordination, operational supervision, annual reporting, personnel organization, external coordination, and other delegated powers.
Deputy Director-General
- Also appointed by the President.
- Assists the Director-General in policy implementation and departmental supervision.
Staff Appointments
- Cinema maintains technical and administrative staff.
- Appointments adhere to laws governing government corporations.
Authority to Receive Donations and Corporate Powers
- Can receive donations domestically and internationally.
- Exercises powers and prerogatives akin to a private corporation under the Corporate Code.
Tax Exemptions
- Donations to the Cinema are tax-exempt and deductible for donors.
- Cinema, its assets, income, operations, and transactions are exempt from all taxes, fees, assessments, licenses, and import duties.
Appropriations
- Initial funding of three million pesos from the Special Activities Fund.
- Additional funding incorporated in the General Appropriations Act.
Disposition of Assets Upon Dissolution
- Remaining assets after liabilities are paid to be transferred to a similar foundation, the Republic of the Philippines, or its agencies as the Board decides.
Repealing Clause
- Repeals or modifies provisions of Executive Order No. 640-A and any inconsistent laws or regulations.
Effectivity
- The Order becomes effective immediately upon issuance.
