Executive Order No. 30 establishes the Cultural Center of the Philippines (CCP) as a trust to preserve and promote Philippine culture, with the authority to acquire property, organize cultural events, and receive donations, while being overseen by a Board of Trustees appointed by the President.

Legal basis and incorporated property

  • The President issues the trust by virtue of powers vested in me by law.
  • The Center’s estate consists of property that is owned or reserved for, or may be given, donated, acquired, transferred or conveyed to the Center, in order to carry out its purposes and objectives.
  • The Center’s estate may come from the Philippine government and its branches and instrumentalities, any foreign government, and trusts, foundations, corporations, or personsalien or domestic.
  • The estate expressly includes the parcel of land reserved for the Center under Proclamation No. 20 dated March 12, 1966.
  • The estate expressly includes donations (monetary or otherwise) already received and those to be received by the Government or by the Center for or in furtherance of the Cultural Center of the Philippines purpose.

Policy, purpose, and objectives

  • The State is concerned with the preservation and promotion of Philippine culture in all its varied aspects and phases.
  • The Center is established to provide an effective organization to take over donations and commitments and carry out the donors’ will for the enduring benefit of the Filipino people.
  • The Center’s purposes and objectives include constructing and maintaining in a single site:
    • a national theater;
    • a national music hall;
    • an art and such other buildings and facilities necessary or desirable for conferences, seminars, concerts, and similar activities.
  • The Center must awaken public consciousness about cultural heritage and encourage assistance in its preservation, promotion, enhancement, and development.
  • The Center must cultivate and enhance public interest in and appreciation of distinctive Philippine arts in various fields.
  • The Center must discover, assist and develop talents connected with Philippine cultural pursuits and create greater opportunities for individual and national self-expression in cultural affairs.
  • The Center must encourage the organization of cultural groups, associations, or societies and the holding or staging of cultural exhibitions, performances, and similar activities.

Board structure, appointments, and powers

  • The Board of Trustees consists of seven (7) members appointed by the President of the Philippines.
  • Board members serve without compensation for a period of four (4) years and until successors are appointed and qualified.
  • Any vacancy on the Board is filled by another suitable person who serves for the unexpired term with the right to hold over.
  • The Board elects a Chairman who must be one of its members.
  • The Chairman is the presiding officer of the Board and acts as the Chief Executive Officer of the Center.
  • The Chairman’s authority includes appointing, removing, and fixing the number and compensation of personnel, subject to approval of the Board of Trustees.
  • Four (4) members constitute a quorum, and a decision of such four members on a matter duly presented constitutes a valid and binding act of the Center.

Authority to operate, contract, and fund

  • The Center, acting through its Board of Trustees, may acquire and hold property of whatever nature and description and dispose of the property.
  • The Center may enter into contracts the Board deems necessary to carry out its purposes and objectives.
  • The Center may solicit donations and funds as contributions in cash or in property from both the public and private sectors.
  • The Center may open accounts with banks and other financial institutions.
  • The Center may disburse funds or invest them as the Board directs to accomplish or advance the Center’s purposes and objectives.
  • The Center may invite foreign artists and concert and cultural troupes to perform or hold exhibits in the Philippines.
  • The Center may sponsor or assist in sponsoring foreign performances by local artists and cultural groups.
  • The Center must adopt rules and regulations consistent with law and the issuance’s provisions to govern its administration and operation.
  • The Center has authority to do all other acts and things necessary to accomplish its purposes and objectives.

Government assistance, accounting, and reporting

  • The Center may call upon any department, bureau, office, agency, or instrumentality of the government, including government-owned or controlled corporations, for assistance it needs in pursuing its purposes and objectives.
  • The Center’s books and accounts are subject to periodical auditing by the Auditor General or his authorized representative.
  • The Center must render to the President of the Philippines an annual report of its activities and recommendations.

Termination and reversion of assets

  • If the Center is terminated for any reason, the estate or any residual assets remaining at the time of termination revert to the State for disposition in accordance with law.
