Leadership and Representation in Council Meetings

  • The Chairman of the National Economic Council presides over meetings.
  • In Chairman's absence, the ranking Secretary present presides.
  • The Chairman may designate a representative to attend meetings if absent.
  • Each ex-officio government member may designate a representative to attend meetings in their absence.

Functions and Activities of the Council

  • Formulation of short and long-term plans aimed at rural economic improvement and manpower utilization.
  • Enhancement of health and promotion of healthy living standards.
  • Promotion of community organization, youth development, rural leadership, and fostering self-help, self-reliance, and self-respect.
  • Improvement of community facilities.
  • Coordination and potential integration of government agency activities focused on rural development to maximize benefits, promote economy, avoid duplication, and prevent delays.
  • Mobilizing government and civic resources to implement nationwide rural community development programs.
  • Legislative study and recommendations to improve rural areas – specifically financing rural projects and strengthening local governments.
  • Promotion and facilitation of community development councils at provincial, municipal, and barrio levels, aiding their growth.
  • Submission of annual or special reports to the President as required.
  • Responsible administration of funds allocated by the President.
  • Establishment of administrative mechanisms to ensure effective Council operations.

Coordination with the National Economic Council

  • The Council shall align its community development activities with the broader national development programs of the National Economic Council.
  • It will seek advice on policy, planning, programming, and financing related to projects from the National Economic Council.

Authority to Create Local Councils and Institutional Support

  • The Council may establish local Community Development Councils for support in its functions.
  • Empowered to adopt necessary rules and regulations to fulfill its mandates.
  • Authorized to request and utilize the services of officers and employees from any government agency or government-owned or controlled corporation to assist in its tasks.
