Powers and Functions of the Board
- Acts as technical arm for Bicol provincial and city executives on regional planning matters.
- Receives, screens, and studies submissions from government agencies regarding Bicol development.
- Formulates guidelines, policies, objectives, and conditions for integrated coordination of development programs.
- Recommends matters to the President via the Committee on Regional Planning concerning Bicol planning.
- Advises and assists local planning boards on organization, operation, or other referred matters.
- Enlists and accepts technical or financial assistance essential to its functions.
- Performs other functions as directed by the President.
Coordination and Collaboration
- Coordinates with the Committee on Regional Planning established under Administrative Order No. 123 (May 6, 1965).
- All government departments, offices, bureaus, agencies, and entities must assist and coordinate on development matters affecting Bicol.
Financial Provisions
- Operational and project expenses are charged to member provinces and cities unless otherwise provided by law.
Composition and Leadership
- Composed of the Governors of Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon.
- Includes Mayors of Legaspi and Naga cities.
- Members elect a Chairman and Vice Chairman from among themselves.
Legal Authority and Effectivity
- Established by the President under lawful powers.
- Ensures integrated regional planning to promote social and economic welfare in the Bicol region.
