President Fidel V. Ramos establishes a Task Force to Address the Concerns of Persons with Disabilities, aimed at formulating and implementing comprehensive programs to promote rehabilitation, self-reliance, and development for individuals with disabilities in response to national and international commitments.

Composition of the Task Force

  • Chaired by the Secretary of the Department of Social Welfare and Development.
  • Co-chaired by the Secretary of the Department of the Interior and Local Government.
  • Members include secretaries of Labor and Employment, Trade and Industry, Health, Education, Culture and Sports, Agrarian Reform, along with heads of Philippine Charity Sweepstakes Office, Philippine Amusement and Gaming Corporation, Philippine Sports Commission.
  • Includes representatives from Rizal Council of Persons with Disabilities, Inc. and Philippine Foundation for the Rehabilitation of the Disabled, Inc.
  • Additional local government executives and NGO representatives may be designated as members, consultants, or advisers.
  • Members must appoint permanent alternates of no lower rank than Director or equivalent.
  • Task Force may request assistance from any government agency or instrumentality.

Functions and Duties

  • Ensure formulation and implementation of integrated action plans promoting rehabilitation, self-reliance, and development of PWDs.
  • Identify and address gaps in implementation of programs and laws benefitting PWDs, focusing on the Magna Carta for Disabled Persons.
  • Provide immediate and strategic interventions for urgent PWD concerns.
  • Facilitate fundraising and innovate funding schemes for sectoral activities (e.g., First Philippine Wheelathon 1997).
  • Submit quarterly progress reports to the President.
  • Perform additional tasks as directed by the President.

Staff Support

  • The National Council on the Welfare of Disabled Persons (NCWDP) Secretariat provides technical and secretariat assistance to the Task Force.

Funding and Financial Management

  • Initial funding of ten million pesos from the Office of the President-Department of Budget and Management savings/reserves and five million pesos from the Philippine Charity Sweepstakes Office for priority PWD programs in 1997.
  • The NCWDP acts as fund depository and manages disbursement and utilization of funds.
  • Future appropriations will be included in the regular budgets of concerned government agencies.

Effectivity

  • The Executive Order takes effect immediately upon issuance on December 9, 1996.
