President Fidel V. Ramos establishes a Task Force to Address the Concerns of Persons with Disabilities, aimed at formulating and implementing comprehensive programs to promote rehabilitation, self-reliance, and development for individuals with disabilities in response to national and international commitments.

Composition of the Task Force

  • Chaired by the Secretary of Social Welfare and Development.
  • Includes Secretaries from the Departments of Interior and Local Government, Labor and Employment, Trade and Industry, Health, Education, Culture and Sports, Agrarian Reform, and heads of relevant government agencies.
  • Members also include representatives from disabled persons’ organizations and related non-government organizations.
  • Provision for alternates with rank not lower than Director.
  • Authorized to seek assistance from governmental agencies as needed.

Functions and Responsibilities

  • Formulate and implement integrated action plans promoting rehabilitation and development of PWDs.
  • Identify and address implementation gaps in laws and programs for PWDs, particularly the Magna Carta for Disabled Persons.
  • Provide strategic interventions and quick responses to PWD concerns.
  • Facilitate fundraising activities and develop innovative financing schemes for sectoral programs.
  • Submit quarterly reports to the President.
  • Undertake any additional tasks as directed by the President.

Support and Secretariat

  • The National Council on the Welfare of Disabled Persons (NCWDP) Secretariat provides technical and administrative support to the Task Force.

Funding and Financial Management

  • Initial funding of PHP 10 million from OP-DBM savings/reserves and PHP 5 million from the Philippine Charity Sweepstakes Office (PCSO) for priority activities in 1997.
  • NCWDP acts as fund depository and manager on behalf of the Task Force.
  • Future appropriations to be included in regular government budgets of involved agencies.

Effectivity

  • Executive Order becomes effective immediately upon issuance.
  • Legal mandate signed by the President and Executive Secretary ensuring immediate implementation.
