Authority and legal basis
- Executive Order No. 400 is issued pursuant to Section sixty-eight of the Revised Administrative Code.
- The issuance is made upon the recommendation of the Provincial Board of Zamboanga del Sur.

Territory, seat of government, and boundaries
- San Miguel is organized from the barrios and sitios of San Miguel, Alanguilan, Bulawan, Batman, Dao-an, Bumali-an, Fatima, Guipos, Laperian, Mati, Limonan, Tapian, Taliga, Calubi, Bagong Oroquieta, Tulabug, and Tiguha, all within the municipality of Dinas, Zamboanga del Sur.
- The seat of government of the new municipality is at the barrio of San Miguel.
- The municipality’s boundaries are defined by a technical description beginning at Point 1, Timulan Mountain and proceeding through specified bearings, distances, and points back to Point 1.
- The boundaries include the following route elements: S51-OOE about 15,900 meters to Point 2; following latitude (123-20) southward about 3,500 meters to Point 3; due west about 2,000 meters to Point 4; due south about 2,500 meters to Point 5; due west about 2,000 meters to Point 6; due south about 2,900 meters to Point 7; N84-30W about 7,600 meters to Point 8; and N2-30W about 18,000 meters back to Point 1.
- The Municipality of Dinas keeps its present territory minus the portions included in San Miguel as delimited by the boundary description.
Financial capability conditions for existence
- The Municipality of San Miguel begins to exist only after the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.
- The Order requires a certification by the Secretary of Finance that San Miguel is financially capable of:
- implementing the Minimum Wage Law, and
- providing all statutory obligations and ordinary essential services of a regular municipality.
- The Secretary of Finance must also certify that after segregation, Dinas can still:
- maintain its municipal government credibly,
- meet statutory and contractual obligations, and
- provide essential municipal services.
Implementation actors and official signatures
- The Order is signed by the President of the Philippines, Carlos P. Garcia.
- The Order is countersigned by the Executive Secretary, Natalio P. Castillo.
- Implementation turns on actions of local officials to be appointed and qualified for San Miguel.
- The Secretary of Finance performs the required financial capability certification as a condition for the municipality’s existence.
