Regional center and office locations
- Section 2 establishes the regional center of the Caraga Region in Butuan City.
- Section 2 provides that national offices shall be located in Butuan City, except for the specifically enumerated agencies.
- Section 2 requires the Bureau of Mines and the Bureau of Fisheries and Aquatic Resources to be situated in Surigao City.

Transfer consequence affecting Region XI

- Section 4 provides that the same privileges under the rules and regulations covering regions remain in force.
Repeal, amendment, and separability
- Section 5 repeals or amends accordingly all laws, decrees, orders, rules and regulations, or parts thereof inconsistent with Republic Act No. 7901.
- Section 6 provides that if any part of Republic Act No. 7901 is declared unconstitutional or invalid, the invalidity does not affect the other provisions.
Effectivity
- Section 7 provides that Republic Act No. 7901 takes effect upon its approval.
