Executive Committee

  • Includes Administrator of the Philippine Overseas Employment Administration, Executive Directors of the Philippine Overseas Construction Board and Office of Muslim Affairs.
  • Private sector representatives also part of the Executive Committee.
  • Authorized to act on urgent matters on behalf of the Task Force.

Secretariat and Overseas Offices

  • A Secretariat to provide technical and administrative support, based in Manila.
  • Led by an Executive Director appointed by the President.
  • Philippine diplomatic office established in Kuwait under the oversight of the Philippine Ambassador.
  • Authority granted to appoint additional officers and establish other offices abroad as needed.

Funding Provisions

  • Initial funding of Ten Million Pesos (P10,000,000.00) released from the Contingent Fund.
  • Additional funds may be sourced from the private sector to support implementation of plans and programs.

Legal Clauses

  • Separability Clause ensuring that if any part of the order is invalid or unconstitutional, the remaining provisions remain effective.
  • Repealing Clause rescinding all executive orders, proclamations, memorandum orders or circulars inconsistent with this order.

Effectivity

  • The Order takes effect immediately upon signing on April 14, 2003, in Manila.
  • Signed by the President and Executive Secretary.
