Mandate and Role of the Task Force
- Coordinate public and private sector involvement in multinational efforts for Iraq's reconstruction and development.
- Develop and implement a comprehensive action plan for maximizing Philippine participation.
- Represent Philippine government and private sector interests with international reconstruction entities such as the Office of Reconstruction and Humanitarian Assistance (ORHA).
- Assist Philippine companies in sectors including infrastructure (public works, highways, transportation), energy, agriculture, education, sanitation, civil administration and related services.
- Evaluate the quality performance of Philippine companies and other entities involved.
- Develop procedures to expedite deployment of skilled Philippine manpower and services for reconstruction contracts.
- Undertake other relevant actions to bolster private sector involvement.
Executive Committee
- Composed of Undersecretaries of Foreign Affairs and Labor.
- Includes Administrator of the Philippine Overseas Employment Administration, Executive Directors of the Philippine Overseas Construction Board and Office of Muslim Affairs.
- Private sector representatives also part of the Executive Committee.
- Authorized to act on urgent matters on behalf of the Task Force.
Secretariat and Overseas Offices
- A Secretariat to provide technical and administrative support, based in Manila.
- Led by an Executive Director appointed by the President.
- Philippine diplomatic office established in Kuwait under the oversight of the Philippine Ambassador.
- Authority granted to appoint additional officers and establish other offices abroad as needed.
Funding Provisions
- Initial funding of Ten Million Pesos (P10,000,000.00) released from the Contingent Fund.
- Additional funds may be sourced from the private sector to support implementation of plans and programs.
Legal Clauses
- Separability Clause ensuring that if any part of the order is invalid or unconstitutional, the remaining provisions remain effective.
- Repealing Clause rescinding all executive orders, proclamations, memorandum orders or circulars inconsistent with this order.
Effectivity
- The Order takes effect immediately upon signing on April 14, 2003, in Manila.
- Signed by the President and Executive Secretary.
