Coordinating and Oversight Functions of the OPA
- The OPA has oversight authority over several key offices:
- Presidential Legislative Liaison Officer (PLLO)
- Office of Political Coalition Affairs (OPCA)
- Office for Constituency Affairs (OCA)
- This oversight does not diminish the intrinsic powers and functions of these offices.
Establishment of the Office of Political Coalition Affairs (OPCA)
- The OPCA is created and led by an Executive Director.
- It focuses on fostering participation and support from political parties and groups for the government’s program.
- The existing Political Affairs Office is merged into the OPCA and is restructured accordingly.
Establishment of the Office for Constituency Affairs (OCA)
- The OCA, also headed by an Executive Director, is created to manage relations with basic sectors and various constituencies.
- It aims to facilitate their involvement in the development and implementation of government programs.
Organizational Structure and Staffing
- The Executive Directors of OPCA and OCA, in coordination with the Political Adviser, will design and implement organizational structures and staffing patterns for their offices.
- Staffing includes administrative and technical personnel as necessary for effective function.
- Organizational plans require the approval of the Secretary of the Department of Budget and Management.
Abolition of the Legislative Secretariat
- The Legislative Secretariat within the Office of the President is abolished.
- Its functions, duties, responsibilities, personnel, and budget are transferred to the PLLO.
Funding and Budgeting
- The operational expenses of OPA, OPCA, and OCA are to be funded from the existing Office of the President's budget.
- Future budget requirements will be prepared through regular government budgeting procedures.
Repealing Clause
- Any laws, issuances, orders, rules, or regulations inconsistent with this Executive Order are repealed or modified accordingly.
Immediate Effectivity
- This Executive Order takes effect immediately upon issuance on August 9, 2004.
