Executive Order No. 63 establishes the National, Regional, Provincial, City, Municipal, and Barangay Physical Fitness and Sports Development Councils to promote and implement the "SPORTS FOR ALL" policy, ensuring coordinated efforts in physical education and sports activities across various localities.

Legal basis and implementing intent

  • The City/Municipal PFSDC is chaired by City/Municipal Mayors (Chairman), with PNP Representative (Vice-Chairman), DECS PFSS Division Supervisor (Sec. General), DILG Representative (CLGO) (Member), ABC President (Member), SK Federation City/Municipal Chairman (Member), plus NGO representatives.
  • The Barangay PFSDC is chaired by the Barangay Chairman (Chairman), with DECS School Principal (Vice-Chairman), SK Representative (Member), Kagawad Sports Coordinator (Member), Homeowners Assn. Representative (Member), plus NGO representatives.

Council functions and duties

  • Under Section 2, the PFSDC Chairman, officers, and members must designate NGO Representatives, establish linkages, and call on other public or private entities or individuals for assistance.
  • Section 2 requires the PFSDC to convene within 60 days hereof.
  • The councils must meet at least once a month and must plan and formulate short, medium, and long-term sectoral sports blueprints aligned with “SPORTS FOR ALL,” including a well-synchronized year-round calendar of sports activities and competitions culminating in a national “PALARONG PAMBANSA.”
  • The councils must conduct local “Sports Summits” with consultation of concerned public and private entities to identify and prioritize sports programs and activities and to monitor, review, and validate their programs.
  • The councils must oversee and ensure implementation of physical fitness and sports activities in their areas of concern by sector assignment:
    • DECS for physical education and school sports
    • DILG and LGUs for community-based sports
    • DND for military sports
    • DOLE for labor sports
    • POC and NSAs for elite sports for international competitions
    • GAB for professional sports
  • The councils must disseminate proper information on the national policy and program, including local programs, to encourage active participation in physical fitness and sports.
  • The councils must assist in identification, recruitment, and training of gifted and talented athletes from their areas to support the selection of national athletes for international competitions.
  • The councils must submit a quarterly report to the Chairman of the National PFSDC and furnish a copy to the Philippine Sports Commission.
  • The councils must perform other functions deemed necessary to promote and implement “SPORTS FOR ALL.”

Implementation roles and budgeting duties

  • Section 3 directs the DILG, DECS, DND, DOLE, DOH, LGUs, MMA, PNP, and other concerned government agencies and instrumentalities to issue appropriate circulars and guidelines to implement the Executive Order within their respective areas of concern.
