Composition of the Committee
- Chaired by the Undersecretary of Foreign Affairs.
- Includes representatives designated by heads of the following offices:
- Department of Commerce and Industry
- Department of Finance
- National Economic Council
- Central Bank of the Philippines
- Presidential Economic Staff
- Board of Investments
Functions of the Committee
- Coordinates and improves Philippine participation in UNCTAD conferences.
- Prepares position papers reflecting the country's stance in UNCTAD discussions.
- Recommends the composition of the Philippine delegation to the President through the Secretary of Foreign Affairs.
- Manages all materials related to UNCTAD, including receiving, compiling, collating, and disseminating data and documents.
- Engages in all other activities designed to enhance the effectiveness of the country's involvement in UNCTAD.
Authority and Operational Powers
- Authorized to establish technical committees as necessary to fulfill its functions.
- May directly request assistance from any executive branch department, bureau, office, or government-owned or controlled entities.
- Empowered to utilize services and personnel of these agencies.
- May seek advice and consultation from private sector members.
Support Structure
- A Secretariat to assist the Committee is to be established within the Department of Foreign Affairs.
Legal Effect
- The Executive Order formalizes the Committee’s creation, composition, powers, and functions to institutionalize and streamline the Philippines' engagement with UNCTAD matters.
