Creation of the National Cybersecurity Inter-Agency Committee
- Establishes the Cybersecurity Inter-Agency Committee under the Office of the President.
- The Committee is chaired by the Executive Secretary and co-chaired by directors from the National Security Council and the Department of Science and Technology.
- Membership includes key cabinet secretaries and heads of communications, security, privacy, telecommunications, and anti-terrorism entities.
- Allows for participation of other relevant public and private agencies to support its functions.
Functions of the Committee
- Assess national cybersecurity vulnerabilities.
- Issue and periodically update security protocols for handling government documents and communications.
- Promote public-private partnerships for sharing information on cyber threats.
- Conduct strategic planning and workshops to mitigate cybersecurity risks.
- Direct member agencies to implement appropriate cybersecurity measures.
- Coordinate domestic and international cybersecurity efforts.
- Provide recommendations and reports as directed by the President.
National Cybersecurity Coordination Center (NCCC)
- Established as the secretariat of the Committee.
- Composed of officials from member agencies and those designated by the NCCC.
- Responsible for formulating guidelines for membership and operation.
- Includes the National Computer Emergency Response Team (NCERT), led by the NCCC head.
- NCERT issues government data handling guidelines and oversees compliance via audits.
Computer Emergency Response Teams (CERTs) in Government Agencies
- Mandates all government bureaus, offices, agencies, and instrumentalities to form their respective CERTs.
- CERTs operate under guidelines issued by the CICC.
- All government CERTs report directly to the CICC.
Administrative Supervision of the CICC
- The Cybercrime Investigation and Coordinating Center remains attached to the Office of the President.
- The Committee exercises administrative and policy supervision over the CICC.
Funding and Budgetary Provisions
- Member agencies may utilize current appropriations to implement the Executive Order.
- The Department of Budget and Management tasked to identify additional funding sources as necessary.
- Future funding to be included in the agencies’ annual budget proposals through the General Appropriations Act.
Legal Provisions
- Contains a separability clause preserving unaffected provisions if any part is declared unconstitutional or invalid.
- Repeals or modifies inconsistent orders, rules, regulations, or issuances.
Effectivity
- The Order takes effect immediately upon publication in a newspaper of general circulation.
