Purpose and Necessity
- To regulate the shipment of radioactive materials for personal health and safety
- Response to increasing use of radioactive materials and the forthcoming operation of the nuclear reactor at the Philippine Atomic Research Center
- To adopt comprehensive national rules and regulations covering transport by land, sea, and air
Composition of the Committee
- Chaired by the Commissioner of the Philippine Atomic Energy Commission or authorized representative
- Members include:
- General Manager, Philippine National Railways or delegate
- Administrator, Civil Aeronautics Administration or delegate
- Commissioner, Bureau of Customs or delegate
- Postmaster General or delegate
- Commissioner, Land Transportation Commission or delegate
- Commissioner, Public Service Commission or delegate
Functions and Duties
- Assist the Philippine Atomic Energy Commission in preparing rules and regulations for safe transport of radioactive materials
- Study effective enforcement mechanisms within existing legal frameworks
- Act as advisor to the Philippine Atomic Energy Commission concerning shipment and carriage of radioactive materials by land, sea, or air
Authority and Government Cooperation
- Authorized to request assistance and information from any government departments, bureaus, offices, agencies, or government-owned or controlled corporations
- Ensures inter-agency cooperation to effectively perform its functions

- Executive Order provides a formal legal basis for regulation and oversight of radioactive material transport within the Philippines
- Reinforces the government's commitment to safe atomic energy use and public safety
